A city operations centre in Nakhon Si Thammarat: a wall of CCTV feeds, and a man explaining it to visitors

City control rooms have hundreds of cameras, a wall of screens, and someone watching them. In theory.

The wall

Smart-city work took Dr Non Arkaraprasertkul through city operations centres — IOCs — at home and abroad. They all looked suspiciously alike: a giant wall of screens, hundreds of camera feeds, and a handful of operators.

And the scene repeated too. One operator dozing. One thumbing a phone. One on a break that quietly became a long break. Every camera worked. Every second of footage arrived. Nobody was actually watching.

This is not a dig at operators. It's biology. Vigilance research since Mackworth (1948) has found that our ability to catch rare events drops within the first half hour. No human can stare at thirty screens for a whole shift — and no one should have to.

Six real public cameras. The machine watches every screen at once and points to the one where something changed.

Most cameras send a still every ~20 seconds, so the machine sees a change when the next one arrives. Your camera stays on this device; nothing is sent anywhere. The machine does not know who anyone is — only that pixels changed.

A first understanding

That's when Dr Non first understood what computer vision ought to be. Not a robot taking the job. Not a system that knows who anyone is. An eye that doesn't blink — watching every screen at once and tapping the human on the shoulder: “this one, now.”

The person still decides. The machine just spares them ninety-nine empty screens so they catch the hundredth that matters. And every tap comes with a confidence number — because machines doze off too. Just differently.

04

A spark

The curiosity was lit in conversations with Dr Supakorn Siddhichai, who trained in computer vision at Imperial College London decades ago and is now acting CEO of depa, where Dr Non works.

From there Dr Non taught himself what a machine actually sees with today's tools — numbers in pixels, edges, motion, networks that run in a browser and guess with a confidence number — then designed and built this system on Thailand's real public cameras. The classroom follows the path Dr Non walked, so that a student, an IOC operator and a city executive can all arrive at the same understanding.
